I find that the best SEO advice anyone can give is to be as honest and transparent as possible.
If you are trying to con people into visiting your site, by either claiming to offer services you don't or filling your page with keywords that aren't entirely relevant you won't be getting the visitors you want.
I was recently talking to a friend who tripled traffic to his blog simply by commenting on other people's. His traffic may have increased dramatically, but activity on blog didn't really increased so he took it one step further and actively sought out other blogs that dealt with similar content to his own. After a few weeks of commenting around activity on his blog increased dramatically, he had gained himself an audience, and an enthusiastic one at that. Now his site has become so popular he has enrolled guest writers from his visitors.
The key to his success was that he wasn't simply throwing commments around, he took the time to make sure that they were relevant, intelligent and provoked further discussion of the original subject.
